The Judges Pavilion was built in Phase 1 and was named Ka Papahele O Paka'a by the Hawaiian Canoe Program Advisory Council and Leinaala Kalama Heine. Others had wanted the pavilion named for Outrigger's Bob Fischer who was one of the motivating forces behind the resurgence of the Hawaiian sport of outrigger canoe racing and the development of the Keehi Lagoon Canoe Facility.

Grassed spectator mounds, a jogging/bicycle path, access roads and parking for 200 cars and landscaping were also added in Phase 1. Phase 2, which got underway in November 1991, is the dredging of the one-half mile canoe course with 80-foot wide lanes and dredged to 10 feet. Also in this phase the state will construct a 60-foot groin at the makai end of the beach, creating a 1,200-foot sandy beach. Cost of phase 2 is $1.7 million. Phase 2 is expected to be completed in time for the 1992 regatta season.
